Brazil successfully led the COP30 presidency to finalize a compromise climate agreement that aims to increase financial support for developing nations dealing with the effects of climate change. The deal, reached after intense negotiations in Belém, did not address the role of fossil fuels in driving global warming.
Despite the absence of the United States’ official delegation, Brazil sought to showcase global solidarity in combating climate change. However, the agreement revealed significant disagreements on the future direction of climate action.
While some countries expressed dissatisfaction with the lack of robust plans to reduce greenhouse gas emissions and phase out fossil fuels, others, including Colombia, Panama, and Uruguay, raised objections during the summit. Colombia emphasized the need for scientific considerations and criticized the agreement for not adequately addressing the issue of fossil fuels.
Following prolonged discussions, the European Union agreed to support the final deal, acknowledging that it was a step in the right direction, albeit not entirely satisfactory. Panama’s climate negotiator voiced discontent with the outcome, highlighting the importance of addressing fossil fuels in climate decisions.
The agreement includes provisions for accelerating climate action to meet emission reduction targets and calls for developed countries to triple their financial assistance to help developing nations adapt to climate change by 2035. Developing countries emphasized the urgent need for funding to address current climate impacts such as sea-level rise and extreme weather events.
Avinash Persaud, a special adviser, stressed the significance of the agreement’s focus on financial support given the escalating climate challenges. However, concerns were raised about the insufficient provision of rapid-response grants for developing countries facing loss and damage.
The summit also introduced initiatives to align international trade with climate goals, aiming to overcome trade barriers hindering the adoption of clean technologies. Despite the challenges and disagreements, COP30’s president urged countries to continue discussions on critical climate issues beyond the summit.
