Presiding coroner Dr. Michael Wilson inaugurated the inquiry into the deaths of five individuals during a blastomycosis outbreak in Constance Lake First Nation with a commitment to uncovering the truth. Family members honored their lost loved ones by displaying their photos at a gathering in the community hall in Oji-Cree First Nation. The deceased individuals – Luke Moore, Lorraine Shaganash, Lizzie Sutherland, Mark Ferris, and Douglas Taylor – passed away between November 19, 2021, and January 23, 2022.
Elders Florrie Sutherland and Stands in Water led a ceremonial prayer and smudging ritual before the inquest, emphasizing the importance of connecting with the Creator through offering tobacco. The serene setting of Constance Lake added a peaceful backdrop to the proceedings, with the sound of the lake’s gentle waves and a teepee housing a sacred fire.
Community members, including Chief Rick Allen, former chiefs, hospital representatives, and officials from public health organizations, Ornge, and Indigenous Services Canada, gathered in the hall alongside legal representatives. Five jurors were present as well.
Dr. Wilson, welcoming a global audience watching the livestream, underscored the significance of seeking answers about the untimely deaths that occurred over the years. He highlighted the need for a more equitable and responsive healthcare system as a step towards a brighter future. The inquiry aims to examine how First Nations individuals were treated by the medical system and improve emergency response in such communities.
Throughout the inquiry, the focus will be on exploring facts rather than assigning blame. Dr. Wilson emphasized that the purpose of the inquest is to make recommendations for preventing future deaths without assigning legal responsibility.
Shruti Ramesh, a lawyer with the coroner’s office, expressed condolences for the losses experienced by the community and stressed the collective impact of the outbreak. She outlined the evidence gathered from community visits, revealing the sequence of events leading to the tragic deaths.
The testimonies of family members shed light on the personal stories behind each loss. Arthur Moore, father of Luke Moore, fondly remembered his son as a vibrant and athletic individual who brought joy to those around him. Luke’s partner, Joanne Martin, shared heartfelt memories of his kindness and loving nature, highlighting the irreplaceable void left by his absence.
As the inquiry continues, family members are sharing their emotional experiences and raising important questions about the healthcare system’s response to the outbreak. The inquest is scheduled to hear from additional witnesses over the coming days to further uncover the circumstances surrounding these tragic deaths.
