“Ontario’s Air Conditioning Mandate Saves Lives in LTC Homes”

Ontario’s legislation mandating the installation of air conditioning in all resident rooms of long-term care (LTC) homes has been credited with saving numerous lives, as per a recent study. Lead researcher Nathan Stall, the geriatrics lead at Sinai Health, emphasized that air conditioning is now considered a vital health necessity rather than a luxury. The study, published in JAMA Internal Medicine, examined 73,578 resident deaths in Ontario between 2010 and 2023, revealing that residents in LTC homes lacking air conditioning in their rooms faced an eight percent higher risk of mortality on extremely hot days compared to those in homes with adequate cooling.

Through data analysis spanning 13 years, researchers estimated that the policy change prevented 33 resident deaths between 2020 and 2023. In response to this, the province mandated the installation of air conditioning in all LTC resident rooms by June 2022. This decision by Ontario Premier Doug Ford was prompted by concerns raised during the COVID-19 pandemic in 2020, particularly about the sweltering conditions in LTC rooms. The upgrade was crucial as it not only combated the increasing frequency of extreme heat events due to climate change but also addressed the limitations imposed on residents during the pandemic, restricting their movement to air-conditioned common areas.

The $200-million investment made by the province for this initiative was deemed worthwhile by Stall, emphasizing the swift implementation and life-saving impact of the policy change. While Ontario has taken proactive steps, the study authors highlighted the absence of similar policies in other Canadian provinces, urging policymakers to consider adopting such measures. They suggested that Ontario’s approach could serve as a blueprint for other regions, emphasizing the heightened vulnerability of the elderly to extreme heat.

Experts like Pat Armstrong, an LTC researcher, stressed the importance of national standards and their enforcement, emphasizing the need to study the impact of heat on LTC staff as well. Ontario’s Ministry of Long-Term Care confirmed rigorous inspections and sanctions to ensure compliance with air conditioning regulations in LTC homes, underlining the significance of maintaining cooling systems for the well-being of residents and staff alike.
