Canada’s Minister of Natural Resources, Tim Hodgson, revealed the government’s ambitious plan to significantly expand the nuclear energy sector, drawing inspiration from a U.K. project. The U.K.’s Sizewell C nuclear plant, situated in Suffolk, is projected to cost 38.2 billion pounds ($72.3 billion Cdn), with private investors contributing 55 per cent towards construction expenses.
Hodgson aims to replicate this financing model to meet Canada’s target of constructing up to 10 new reactors. Notably, one of the investors in Sizewell C is Quebec’s public pension fund, La Caisse, which has invested $3.2 billion Cdn for a 20 per cent stake in the reactor.
Securing such investments poses challenges, particularly for risk-averse pension funds, as nuclear projects in Western nations have a history of exceeding budget estimates. For example, the Hinkley Point C plant in the U.K. initially budgeted at $34 billion is now anticipated to cost over $64 billion. Similarly, Finland’s Olkiluoto 3 project saw costs escalate from $5.1 billion to $17.8 billion during its construction period.
To mitigate investment risks, Professor Yrjo Koskinen from the University of Calgary emphasizes the need for risk reduction to attract private sector investors. The regulated asset base (RAB) model, utilized by Sizewell C, ensures investors receive payments during the construction phase, lessening financial risks. Under this model, investors are reimbursed through a levy on electricity bills, safeguarding them from cost overruns.
Critics of nuclear energy highlight concerns such as nuclear waste disposal and advocate for renewable energy sources like solar and wind power. Despite these reservations, various countries, including Canada, the U.K., the U.S., France, and Japan, are bolstering their nuclear energy capacities.
In Canada, nuclear energy plays a significant role in the electricity supply, with provinces like Ontario heavily reliant on nuclear power. While challenges exist in nuclear plant construction, past experiences demonstrate the importance of large-scale energy projects in ensuring stable energy supplies and economic benefits.
